chore: update to .NET 4.8, clean ownership, rewrite README

Browse Source 
- Target .NET Framework 4.8 (both projects + App.config)
- Remove Stanley Black & Decker references, set ownership to imrayya
- Update copyright year to 2021-2026
- Remove stale project properties (SignAssembly, RepositoryType, etc.)
- Rewrite README: professional docs, usage guide, features, contributors, disclaimer
- Update LICENSE year range
