block_size, block_size), mirroring LyCORIS algo_check. The cascade
of log_2(block_num)+1 Cayley rotations is applied via the
unflatten/transpose/flatten reshape sequence in NetworkModuleBOFT,
porting LyCORIS make_weight verbatim.
