ci : remove the ui-publish job

The prebuilt UI is distributed as a GH Releases asset, so publishing
it to the ggml-org/llama-ui HF bucket is redundant.

Remaining manual steps: delete the HF_TOKEN_UI_STATIC_OUTPUT secret
and clean up the ggml-org/llama-ui bucket.
